The Lombardy Regional Council passed the 2026 Housing Maintenance Allocation Bill on 3 July, directing an extra 18 million euros from the regional budget to the Comune di Milano for urgent repairs in public housing estates.

Changes to repair requests in city districts

Under the bill, the Comune di Milano must allocate at least 60 percent of the new funds to buildings in the districts of Quarto Oggiaro, Barona and Lorenteggio, where maintenance backlogs have been documented in the 2025 regional housing report. Residents who submit repair requests for heating systems or roof leaks will receive an initial assessment within 15 working days instead of the previous average of 45 days.

Local advocates note that the legislation requires quarterly public reports on spending, with the first due to the regional council by 30 September. The same reports must list the exact number of completed interventions by building address.

Next steps for tenants and the city

The Comune di Milano will begin updating its maintenance contracts with regional funds in August, with the first wave of works expected to start in early September. Policy analysts say the bill also ties future regional payments to performance targets, meaning the city must demonstrate that at least 80 percent of allocated money has been spent on approved projects by March 2027.

Tenants in affected buildings can track individual repair orders through the existing ATM housing portal, which the legislation now requires the Comune to link directly to the regional reporting system.
